Robert Garcia will chair the House Oversight Committee once the new Congress convenes on Jan. 3, 20271. He already picked his first target. World Liberty Financial sits at the top of his list. Donald Trump, Donald Trump Jr., Eric Trump and Zach Witkoff built that crypto venture together. So does the $500 million stake an Emirati royal bought in it. Garcia also flagged the pardon President Trump granted Binance founder Changpeng Zhao7. A subpoena takes a committee vote alone. Passing a new statute takes both chambers of Congress, plus a signature Trump controls.

A Subpoena List With One Name on Top
Garcia ran the committee's Democratic side for two years. Tuesday's win handed him the gavel2. He used his old seat in January to publish a report on the Trump family's crypto income. “The Trump Family's corruption is deeply disturbing and should concern every American,” Garcia wrote then. His report went further than that one line. “These actions blatantly disregard the public's trust, and signal to foreign entities that our institutions are for sale and that the White House can be bought and paid for,” he wrote. By Nov. 3, 2026, ten months later, voters gave him subpoena power to test that claim.
World Liberty Financial issues a stablecoin, USD1, and a governance token, WLFI. The Trump family holds 22.5 billion WLFI tokens carrying revenue-sharing rights, the Financial Times reported4. Garcia already has a headline about that stake. His committee now wants the paper trail behind it.
A committee subpoena compels a company or a person to produce documents. It can also force testimony under oath. Refusing one risks a contempt referral to the Justice Department. Enforcement still depends on prosecutors Trump himself appoints. Garcia's subpoenas carry zero power to indict anyone on their own. They can still force records into view that World Liberty Financial has kept private. Trump's own 2025 financial disclosure listed more than $1 billion in crypto income. $635 million of that came from TRUMP memecoin royalties alone3.
Who Built the Business
The Trump family launched World Liberty Financial in September 20247. Voters returned Trump to office in November 2024, two months later. Zach Witkoff runs the venture day to day as chief executive. He is the son of Steve Witkoff, Trump's own Middle East envoy. That envoy negotiates with the same Gulf governments now invested in his son's company. Donald Trump Jr. and Eric Trump hold co-founder titles. They speak for the venture at industry conferences. Two DeFi builders, Chase Herro and Zak Folkman, run its technical side. The arrangement gives one family the company's upside. Through Steve Witkoff's post, it also gives them a seat at the diplomatic table with the same Gulf partners who fund the venture.

A Trust Charter Worth Fighting Over
Sheikh Tahnoon bin Zayed Al Nahyan is the United Arab Emirates' national security adviser. He bought a 49% stake in World Liberty Financial for $500 million. The deal closed just before Trump's January 2025 inauguration3. His investment vehicle and a Trump-affiliated entity hold an 87% combined share of a different company too. That company is the holding firm behind World Liberty's proposed trust bank.

The Office of the Comptroller of the Currency, or OCC, granted that bank conditional approval on Aug. 14, 2026. That grant opened a path to a full charter. Capital and compliance terms still stand between the bank and the day it opens.

A full trust charter would let World Liberty custody client assets. It could also move money across state lines under one federal license. Today that work runs through a patchwork of state money-transmitter permits. A single federal charter would replace dozens of state filings with one regulator's sign-off. That would cut the cost of expansion for whichever business holds it. Garcia's committee wants the records behind both deals: the stake, and the charter a Trump-picked bank regulator cleared.
The Defense: Real Users, Real Volume
Zach Witkoff runs World Liberty Financial as its chief executive5. He rejects the idea that politics drives its business. His evidence is a stablecoin that trades around the clock. “There's over $4 billion of USD1 in circulation and over a billion dollars trades every single day in volume in USD1,” Witkoff said in an Aug. 25, 2026, interview. He frames that volume as proof of demand, separate from any political favor the Trump name might draw.
“USD1 had $1.7 billion in volume in the trailing 24 hours, and that speaks to the use case of USD1; it speaks to customers actually using it. So I would completely dispute that notion,” he said5. Read closely, Witkoff answers a question about who owns the stake. His answer is about who uses the product instead. A busy stablecoin and a profitable equity stake can both be true at once.
Money Already Moved on Nov. 5
Markets read the subpoena threat before Garcia filed a single request. WLFI, World Liberty's token, traded at $0.047 on Nov. 5, 20266. That is down more than 7% on the day. TRUMP, the president's personal memecoin, fell 17% in 24 hours to $1.33. A separate company, Trump Media, still counts the president among its shareholders. Its stock touched a 2026 low of $5.23 at the open that same morning. Bitcoin itself told a different story that same week. On Nov. 4, 2026, it traded near $80,6008. That price sat on broad market strength that had little to do with any single name. Tokens carrying the Trump name fell while the market around them climbed.
The White House reads the whole episode as theater. “Democrats' only agenda is to continue their decade long witch hunt against President Trump,” said Lauren Bis, a White House spokeswoman1. Her line answers the politics of the inquiry. It skips the dollar figures a subpoena would test.
Testing Both Claims
Garcia's case needs a subpoena that reaches past WLFI's token structure. It has to reach the bank accounts and side letters behind Tahnoon's stake12. A hearing that ends only in a transcript would prove little on its own. Witkoff's case needs something different. USD1's trading volume has to keep growing on its own terms, apart from any favor Washington extends World Liberty's pending trust charter. Both claims can be checked against real records. That checking has barely started.
By the numbers
- $500 million: what Sheikh Tahnoon's investment vehicle paid for its 49% stake in World Liberty Financial. The deal closed just before Trump's January 2025 inauguration3.
- 87%: the combined share Tahnoon's vehicle and a Trump-affiliated entity hold in the holding company behind World Liberty's proposed trust bank3.
- $2.3 billion: Reuters' estimate of the Trump family's total crypto earnings since January 20253.
- WLFI tokens: the Trump family holds 22.5 billion of them, carrying revenue-sharing rights, the Financial Times reported4.
- Aug. 14, 2026: the day the OCC granted World Liberty's trust bank conditional approval3.
- 7%: how far WLFI's token fell on Nov. 5, 2026, to $0.047, two days after the midterms6.
- $1.33: TRUMP's price after a 17% drop in 24 hours, the same day6.
- $635 million: TRUMP memecoin royalties alone, inside the $1 billion-plus crypto income Trump's 2025 financial disclosure listed3.

What to watch
Garcia's committee can issue subpoenas once the new Congress is sworn in, with hearings penciled in for February 202714. Watch whether any subpoena names Tahnoon's investment vehicle directly, since a foreign national sits outside routine congressional reach. World Liberty's own disclosures, due whenever its trust charter advances, will show whether USD1's trading volume holds up apart from the political spotlight. A second week of token losses would test Witkoff's claim that demand, rather than politics, drives the business. The OCC holds the next move. Its decision on World Liberty's full trust charter will say whether Tahnoon's stake and Garcia's pardon claim carry any weight with Trump's own regulators.
