The Office of the Comptroller of the Currency, a U.S. bank regulator, issued its final stablecoin rule on Oct. 21, 20261. That rule dropped a proposed ban on stablecoin rewards paid through partners, a ban banks wanted kept2. On Oct. 22, 2026, Andreessen Horowitz renamed its crypto venture arm a16z Frontier14. Its five crypto funds had raised $9.8 billion under the name a16z Crypto, Fortune reported4. Ten stories from Oct. 20 to Oct. 23, 2026, follow.
OCC Drops a Stablecoin Rewards Ban, and Banks Object
Led by Comptroller Jonathan Gould, the OCC issued its GENIUS Act rule on Oct. 21, 20261. The rule takes effect Jan. 18, 2027. “We are providing a clear, practical framework for payment stablecoin innovation, with strong standards for reserve backing, redemption, and risk management,” Gould said. Its final text scrapped a proposed ban on stablecoin rewards paid through partners such as Coinbase2. Banks wanted that ban kept.
Rob Nichols, chief executive of the American Bankers Association, said the change threatens bank lending2. “Those gaps risk undermining the distinction Congress drew between payment stablecoins and traditional bank deposits, threatening the funds banks use to make the loans that drive the U.S. economy,” Nichols said. Lindsay Fraser, chief policy officer at the Blockchain Association, read the same rule the opposite way. “The OCC has taken the framework Congress built and given issuers clear, workable standards for reserves, redemption, and risk management,” she said.
TD Cowen's Washington Research Group, led by managing director Jaret Seiberg, expects the courts to decide2. “Until the courts rule, there will be ambiguity on what is permitted and what is prohibited, which is a negative,” the group wrote in a note.

a16z Drops Crypto From Its Name
Andreessen Horowitz renamed a16z Crypto as a16z Frontier on Oct. 22, 202614. Chris Dixon, who leads the fund, called the change an expansion. “This is an expansion: we will continue to invest in crypto and related ventures and advocate for sensible crypto regulation,” Dixon wrote. He argued the old label had stopped doing useful work. “Wall Street and fintech companies now regularly launch products built on blockchains. Does that make them crypto companies? The label matters less now,” he wrote.
Five months earlier, in May 2026, an a16z spokesperson told Fortune the firm's fifth crypto fund was "100% dedicated to investing in crypto entrepreneurs"4. Now that fund will also back AI, robotics and other new technology.
Three rival crypto investors made similar moves this year3. Paradigm raised $1.2 billion in July for AI and robotics. Framework Ventures raised $0.4 billion in June for AI and tokenization. Haun Ventures raised $1 billion in May for AI and financial services. Together, the three raised $2.6 billion in 2026.

Robinhood Lands a License in Dubai
On Oct. 22, 2026, Robinhood said Dubai's financial regulator had approved it to serve investors from the city15. The Dubai Financial Services Authority approval covers trading and custody across 10 asset classes. Those classes include stocks, crypto, ETFs and investment tokens. Vlad Tenev, Robinhood's chairman and chief executive, praised the Dubai International Financial Centre, the city's finance zone. “The DIFC is one of the world's most important financial hubs, and our expansion there brings us closer to building a global platform that enables anyone, anywhere to own the highest quality financial assets,” Tenev said.
Salah Kaddoura will lead Robinhood's Middle East and North Africa unit as senior executive officer and president. Launch there is planned for 2027. Robinhood entered the UK in 2024 and the European Union in 20255. In 2026 it won early approval in Singapore and bought WonderFi, a Canadian crypto platform.

Bitcoin ETFs Give Back a Day's Gains
U.S. spot bitcoin ETFs are funds that hold bitcoin and trade on stock exchanges. Those funds lost a net $635.6 million on Oct. 22, 2026, more than erasing the prior day's $528.4 million inflow6. BlackRock's IBIT led the outflows at $254.1 million. Fidelity's FBTC followed at $217.5 million, and Ark Invest and 21Shares' ARKB lost $109.4 million.
Lorris Beziers, a senior DeFi analyst at Tesseract Group, spoke before the outflows. He told The Block the test was whether inflows held while bitcoin stayed between $80,000 and $81,000. “If inflows fade and that floor breaks, the demand picture has weakened,” Beziers said. Nick Forster, founder and chief executive of the options platform Derive, described the traders on his platform. “What they show is that traders have increased their exposure to year-end upside while reducing their spending on crash protection,” Forster said.
Malaysia and Thailand Join Singapore's Stablecoin Project
The Monetary Authority of Singapore said on Oct. 23, 2026, that the central banks of Malaysia and Thailand had joined BLOOM as policymaker members7. BLOOM, a project Singapore's central bank started in 2025, tests cross-border payments built on regulated stablecoins and tokenized bank deposits. Ripple, Visa, Mastercard, Circle, Coinbase, JPMorgan, Standard Chartered and Stripe also take part. Leong Sing Chiong, a deputy managing director at the Monetary Authority of Singapore, described the aim. “The future of finance will involve multiple forms of digital money operating across different institutions and markets,” Leong said.
Netanyahu Asks for a Sanctions Workaround
Israel's prime minister wants a blockchain plan8. Benjamin Netanyahu said he has asked for one in case Israel faces sanctions. He spoke in an interview broadcast on Oct. 23, 2026, on Israel's Channel 10. The Block quoted a translation of the Hebrew transcript. “We need to understand that there could be sanctions, including banking sanctions. You need to prepare an economy that can bypass them,” Netanyahu said. Asked whether blockchain was one answer, he agreed. “One of them, certainly. I have already asked for a plan to be prepared for that,” Netanyahu said. The chain, the company and the date for that plan stayed unnamed.
Ireland Fines Coinbase Over Mixed Funds
The Central Bank of Ireland fined Coinbase Ireland €3.25 million on Oct. 22, 202613. According to the regulator, the unit "failed to have in place an adequate outsourcing governance framework" and leaned too hard on Coinbase's U.S. group. Its safeguarding account, which holds customers' money, was underfunded "for lengthy periods of time," the regulator found. Those breaches ran from Nov. 1, 2020, to Aug. 19, 2025. Ireland's central bank set the base penalty at €4.65 million and cut it 30% because Coinbase settled.
Coinbase described one breach in a blog post9. In March 2023, as Silvergate Bank neared collapse, Coinbase Ireland told 30 customers to deposit dollars into a separate Coinbase company's account. That mixed their money with another Coinbase entity's funds. Coinbase says it has since hired a dedicated head of safeguarding and posted a €25 million guaranty bond.
HSBC Opens a Hong Kong Dollar Stablecoin
RedCoin, HSBC's first stablecoin, went live on the bank's PayMe app on Oct. 23, 202610. Each coin is priced in Hong Kong dollars, and the Hong Kong Monetary Authority licenses it. Over 3.3 million PayMe users can turn on a stablecoin wallet in the coming days, HSBC said. Users can pay friends and more than 100,000 merchants with it. Maggie Ng, HSBC's chief executive for Hong Kong, described the shift. “Money, assets and information are moving from traditional infrastructure to always-on, data-rich and increasingly programmable digital networks,” Ng said. John O'Neill, HSBC's managing director for digital assets and currencies, said more products would follow. “We are excited by the market's interest in HSBC RedCoin. This is only the beginning,” O'Neill said.

Drift's Hacker Moves $61.6 Million Into Tornado Cash
Hackers stole $270 million from Drift Protocol on April 1, 202611. Drift is an exchange on the Solana blockchain. On April 5, Drift said North Korean intelligence ran a six-month operation behind the attack. Investigators tied it to a group called UNC4736. TRM Labs found the theft took about 12 minutes. By Oct. 20, 2026, the hacker had sent 25,700 ether, worth $61.6 million, into Tornado Cash, according to the blockchain tracker Lookonchain. About $195 million in ether still sat in the hacker's wallet. Tornado Cash mixes many users' coins together, which makes stolen funds hard to trace.
Phantom Adds Kalshi's Prediction Markets
The wallet app Phantom began offering Kalshi's prediction markets to U.S. users on Oct. 23, 202612. Users fund trades from their Phantom Cash accounts with CASH, Phantom's dollar stablecoin. Phantom charges two cents per contract, plus a small network fee. States are challenging Kalshi's claim that federal oversight shields its contracts from state gambling laws. In March, the Commodity Futures Trading Commission gave Phantom a conditional "no action" letter, sparing it from registering as a broker. Kevin Jacobs, Phantom's general counsel, said the company is comfortable moving ahead. “Our perspective is that the CFTC's jurisdiction here is clear. So long as our interaction with these products is consistent with our no-action position, we are confident and comfortable engaging in this activity,” Jacobs said. For now, Phantom blocks some market categories for users in Michigan, Nevada and Washington.
What to watch
Watch whether a bank group sues over the OCC's rewards change before the rule takes effect Jan. 18, 2027. a16z Frontier's first investments will show how much of the new fund goes to AI and robotics, and how much to crypto. Robinhood's 2027 launch in Dubai will show which countries it serves first. The OCC has yet to say when it will take license applications from stablecoin issuers1.
