Treasury Secretary Scott Bessent spoke at Ripple's Swell conference in New York on Oct. 28, 20261. His department can write crypto's rules now, he said. Congress still holds zero rules of its own. The Senate fell short on the CLARITY Act six weeks earlier, 11 votes short of the 60 it needed2. Builders stopped waiting long before that vote. The Depository Trust and Clearing Corporation turned on a service that can tokenize $30 trillion in securities the same day Bessent spoke3. Google previewed a vault built for banks that hold crypto4. Ten stories from Oct. 27 to Oct. 29, 2026, follow. A regulator's bet on his own agency opens the list. An AI agent's unwatched wallet closes it.

Bessent Bets Agencies Can Write the Rules
His own words came first1. "At Treasury, we have a lot of convening powers," Bessent said. He grouped crypto with artificial intelligence and semiconductors. All three, he said, are fields where the United States competes with China. “We will keep our military umbrella, but increasingly, it becomes a technological umbrella,” Bessent said. The dollar's reach, in his telling, now runs through the rails crypto builds.
French Hill disagrees with the approach itself2. He chairs the House Financial Services Committee, and he pushed the CLARITY Act through his own chamber before the Senate rejected it. “In my judgment, these regulatory policies fall short of what we have to do, which is have a legislative solution,” Hill said. A law survives an election. An exemption answers to whichever regulator holds the pen that week.
DTCC Flips the Switch on $30 Trillion
The Depository Trust and Clearing Corporation switched on its tokenization service on Oct. 28, 20263. Thirty-four securities qualified on day one. Together they carry about $30 trillion in market value. That is a quarter of the $114 trillion DTCC already holds in custody. Twenty firms signed on for access. Bank of America, Citi, JPMorgan and Morgan Stanley sit among them. Frank La Salla, the company's chief executive, named the moment outright. “Today marks the culmination of years of work to bring tokenized securities into a regulated framework supported by trusted market infrastructure,” La Salla said. The tokens run on the Canton Network and DTCC's own Besu blockchain. Each one carries a one-for-one backing from a real security sitting at the depository.

Google Builds a Vault for Bank Custody
A custody system for banks got its first look on Oct. 28, 20264. Google Cloud showed it at its first digital assets symposium in New York. The system splits a private key into pieces, then spreads those pieces across separate machines. Each piece stays apart from the rest. A bank could keep one piece on its own hardware and hand two more to separate outside parties. Rich Widmann, Google Cloud's director of digital assets strategy, named the problem the system solves. “Digital asset adoption and tokenization are at an inflection point. As regulated financial institutions begin adopting blockchains and tokenization, they need scalable, proven infrastructure to secure their clients' assets,” Widmann said. Stolen private keys caused 43.8 percent of the crypto stolen in 2024, Chainalysis found. Google plans a commercial launch in early 2027.

JPMorgan Joins the List That Keeps Growing
Three more companies turned down OKX-ICE's tokenized stock venue on Oct. 28, 20265. JPMorgan Chase, Coca-Cola and Dell Technologies each declined a spot. OKX-ICE is a joint venture between OKX and NYSE parent Intercontinental Exchange. The venture runs under the SEC's Innovation Exemption, a five-year test. That exemption lets a platform trade tokenized stocks and skip exchange registration. Objectors piled up fast. Sixteen companies had objected by Oct. 19. Twenty-six had objected by Oct. 27. Thirty-three had objected by Oct. 28. Thirty of the 62 companies OKX-ICE first proposed have now opted out, just under half the list. Andrew Cuomo, the venture's co-chair and a former New York governor, reads the exits as the plan working as designed. A JPMorgan Chase spokesperson explained the bank's own reasoning in full. “We are encouraged by the potential of tokenization but also need to be thoughtful about how our shares are represented and traded. We've decided not to participate in this venue at this stage but will continue to evaluate opportunities as the market develops,” the spokesperson said.
OKX-ICE's objectors nearly doubled to 33 companies, Oct. 19 to Oct. 28, 2026

Zilliqa's Chief Steps Down as the Bridge Stays Shut
Alexander Zahnd gave up Zilliqa's chief executive role on Oct. 27, 2026, at his own request6. He had held the job since May 2025. Matt Dyer left the role before him, after an earlier breach. X-Bridge, the layer-1 network's cross-chain tool, stayed suspended through Zahnd's exit. A newer incident hit the ZRC2 proxy contracts behind pools such as PlunderSwap. Four tokens took the hit: zUSDT, SEED, kUSD and Zoge. Zilliqa's own account named what survived. "Native ZIL and the Zilliqa EVM network are not affected," the company wrote. Zilliqa's board now runs the company directly. An outside cybersecurity and governance firm backs that board until it names a permanent successor.
Ripple Deepens Its Robinhood Settlement Deal
A bigger stablecoin deal opened Ripple's Swell conference on Oct. 27, 20267. Ripple expanded its partnership with Robinhood there. Robinhood will now settle institutional trades through RLUSD, Ripple's stablecoin, on the XRP Ledger. The brokerage will also route its treasury work through Ripple Treasury, the unit that handles cash management and payments. RLUSD carries a market value above $2.4 billion since its December 2024 launch. Robinhood counts 28.6 million funded customers worldwide, a pool RLUSD can now reach. Ripple's president, Monica Long, kept her description plain. "The partnership combines customer-facing services with financial operations," Long said. Johann Kerbrat runs Robinhood's crypto and international business. He named the use case in six words. "The companies would use RLUSD for institutional settlement," Kerbrat said.

Circle Asks the SEC to Call Its Dollar Cash
The Securities and Exchange Commission received a formal letter from Circle on Oct. 28, 20268. Its draft rule, called Regulation Crypto Assets, sets fresh terms for crypto offerings. Circle wants its own stablecoin, USDC, treated as cash under one proposed rule. That beats the alternative: treatment as a security that forces a broker to hold extra capital against it. Circle asked regulators to cut a 2 percent capital haircut on compliant stablecoins to zero. The company framed its full ask in its own words. “Circle supports the proposal's goal of fostering innovation under clear rules while preserving the strengths of U.S. capital markets, including transparency, investor protection, market integrity, liquidity, and efficiency,” the company wrote.
Tether Freezes $27 Million and Explains Zero of It
A coordinated freeze hit 33 addresses on the Tron network on Oct. 28, 20269. Tether carried it out. Those wallets held about $27 million in USDT between them. The largest single address carried $7.8 million. On-chain monitors caught the freeze requests landing just over a minute before Tether executed them. Tether gave the public zero explanation for the coordinated freeze. The stablecoin issuer has frozen addresses before. Those past freezes were usually tied to law enforcement requests or sanctions. This time, Tether kept the reason to itself.
Polygon Wires Solana Into Its Payment Stack
Solana joined Polygon's Open Money Stack on Oct. 29, 202610. Polygon Labs added it there. The stack already linked Polygon's own chain, Ethereum and Tron to bank accounts and payout networks through one shared interface. That addition landed a week after Solana's Alpenglow upgrade cut transaction finality from 12.8 seconds to 150 milliseconds. Kira, an early customer, already moves stablecoins over Solana. Its chief executive, Edrizio De La Cruz, named what Polygon adds to that flow. “We already use Solana to move stablecoins, and working with Polygon helps us turn those transfers into dollars in our clients' bank accounts when they need to pay suppliers,” De La Cruz said. Solana's own network processed $5.5 trillion in stablecoin volume in 2026, the Solana Foundation said.
AI Agents Made 138 Million Payments, Final by Design
Machines paid each other 138 million times through x402 by Q3 202611. The standard handles payments between agents. That is up from 1,500 such payments in mid-2025. Most of them were tiny. More than 87 percent ran between a tenth of one cent and ten cents, too small for a card network to touch profitably. Visa, Mastercard and American Express all sit in the standard's top governance tier now. All three skip a way to dispute a charge an agent pays by mistake. Albert Castellana, chief executive of GenLayer Labs, named the problem directly. “Card networks just backed a payment system with no standard way to dispute a charge,” Castellana said. Stablecoin payments settle for good the moment they land on a blockchain. A buyer who finds a problem later reaches zero complaint department to call. Ninety-seven percent of the payments researchers tracked ran on Base and Solana.
What to watch
Watch whether the SEC and the CFTC publish a joint rule before another CLARITY Act vote reaches the floor. OKX-ICE's roster deserves a look too, for its next opt-out and for the first trade once the venue opens. DTCC's next tranche of securities, due after its first 34, will show whether banks trust the rails enough to add more. A quiet month from Visa, Mastercard and American Express on dispute rules would confirm the problem Castellana named is still live.
