The company whose SEC 2 standard defines secp256k1
Certicom Research wrote SEC 2, the Standards for Efficient Cryptography document that defines the recommended elliptic curve domain parameters, including secp256k1, the Koblitz curve Bitcoin uses. SEC 2 says a Koblitz curve's parameters were chosen by repeatedly selecting parameters admitting an efficiently computable endomorphism until a prime order curve was found.
