Binance appointed Eleanor Hughes general counsel on July 13, 2023, putting her at the head of a legal team of 85 lawyers, the exchange said in a blog post1. Bloomberg News had first reported the pending appointment on July 6, and Bloomberg Law confirmed it the day Binance announced it, noting that Hughes would work alongside the company's global compliance team "as the company faces a web of regulatory probes"2. Hughes had joined Binance's legal team in November 2021 and had since been promoted to head of legal for the Asia-Pacific and Middle East and North Africa regions.

The move
Why put the APAC and MENA legal chief in charge of the whole team? Binance's own announcement credited Hughes with helping the exchange secure licenses and registrations "in multiple jurisdictions, including Bahrain, Dubai, and New Zealand" during her time running those two regions1. Founder and chief executive Changpeng Zhao praised her record in the post. “With Eleanor at the helm, I am confident that our industry-leading legal team will continue to flourish in its mission to always protect users and manage risks on our platform,” he said. Hughes framed the job as a balance between growth and oversight. “Together with regulators, Binance has the responsibility as an industry leader to ensure consumers are protected while leaving space for the technology to keep growing and innovating. Our team will continue to engage and collaborate closely with regulators around the globe to achieve this vision,” she said.
Binance before and after
Hughes arrived with more than 15 years of legal experience, Binance said, including over a decade at U.S. law firms such as Skadden, Arps, Slate, Meagher & Flom, where she focused on litigation1. Bloomberg Law reported that Hughes had joined Binance's legal team in 2021. She had worked inside the exchange for less than two years when she took the top legal job in July 20232.
What came next
Hughes was still Binance's general counsel 15 months later, working out of Singapore, Law.com reported on Oct. 10, 20243. She described the industry's youth as an opening for women in senior legal roles. “The fact that it is a new, nascent industry provides women with the opportunity to be in those roles and to be able to progress very quickly,” she told Law.com. She also pointed to her own team's makeup as a rebuttal to the industry's reputation. "There is a perception that it is male-dominated," she said. "In my legal team, I have a majority of female leaders".
