The Crypto Council for Innovation named Linda Jeng chief global regulatory officer and general counsel on July 26, 2022, the group said in a press release1. Jeng joined alongside a second government-policy hire, as the group built out its Washington operation. Her career had run through financial regulation: the Federal Reserve, Treasury, the Senate and a stability board in Switzerland, the release said.

The move
Jeng's hire came paired with Brett Quick's. Quick, a former deputy chief of staff on the House Financial Services Committee, joined as head of government affairs for North America1. Chief executive Sheila Warren pointed to their government experience. “The organization is expanding to meet the global challenge of advancing crypto innovation and these new executives have strategically worked at the highest levels of government around the world,” Warren said. “Brett Quick and Linda Jeng will bring the passion and talent to be a force in crypto policy and support leaders as the industry continues its development”.
Why hire two policy veterans on the same day, July 26, 2022? Jeng's prior post had been chief policy officer at the Centre Consortium, Cointelegraph reported2. Circle and Coinbase had founded that stablecoin group. Three fights topped the policy team's list that summer: sanctions evasion, the EU's crypto rules and a pending US digital-asset bill, the press release said1.
Before and after the hire
Seven backers had funded the group since April 2021. They were Coinbase, Gemini, Fidelity Digital Assets, Paradigm, Ribbit Capital, Andreessen Horowitz and Block, Cointelegraph reported2. Warren herself had joined as CEO in February 2022, five months before Jeng's hire. She had led blockchain work at the World Economic Forum before that. Former US Senator Cory Gardner had just joined the group's leadership team too, Cointelegraph noted. Cointelegraph's headline called the hires government insiders.
What came next
Jeng kept working the regulatory side of crypto in public view after the hire. CNBC featured her on Feb. 27, 2023, on the SEC's crypto enforcement actions. It named her “visiting scholar on financial technology and adjunct professor of law at Georgetown University Law Center's Institute for International Economic Law”3. Those were the same academic titles the 2022 release had listed beside her general counsel role. She carried both sides of the work, practitioner and scholar, into 20231.
