“The Digital Chamber named its president, Cody Carbone, chief executive on March 19, 2025, and said it was moving 'from a defensive stance to a bold, proactive strategy' in Washington. Does a crypto lobbying group change its approach by changing its chief?”

The Digital Chamber named Cody Carbone chief executive officer on March 19, 2025, in a release published through GlobeNewswire and reproduced on citybiz1. Carbone had served as president, and he was set to take the CEO title in April 2025. The group called itself the industry's leading advocacy organization and said the move marked a shift “from a defensive stance to a bold, proactive strategy for shaping blockchain policy in Washington, D.C.”

      The move

Carbone takes the job from Perianne Boring, the Digital Chamber's founder, who moved to chair the board1. Boring explained the timing around the political climate in Washington. “Now is the time to advance policy, drive adoption, and execute on the vision we have been fighting for over the past decade. Cody has been a tremendous leader in Washington, and I have full confidence in his ability to take TDC to the next level,” Boring said in the release. Carbone answered in the same release with his own account of the moment. “The Digital Chamber has been the leading voice for digital assets in Washington, and with pro-crypto momentum building, our work is more important than ever. We are ready to go on offense and drive policy that ensures the U.S. leads in blockchain innovation,” Carbone said. CoinDesk reported the appointment on March 19, 2025, the day of the release. The outlet framed it against "pro-crypto leadership in the White House and Congress," a shift Boring said had replaced years of defensive lobbying2.

Before and after at the Digital Chamber

Carbone rose through the Digital Chamber's ranks ahead of the promotion. He served as chief policy officer, then president, CoinDesk reported2. The release credited him with “shaping policy, driving regulatory engagement, and building key relationships with lawmakers and industry leaders” in that earlier role1. Chris Giancarlo vouched for the handoff in the same release. He is a former chairman of the Commodity Futures Trading Commission and a Digital Chamber advisory board member. “Perianne has been a pioneering champion for the industry and has built The Digital Chamber into the preeminent policy voice for the digital asset industry,” Giancarlo said. Boring told CoinDesk the industry's posture had changed under her watch. “We're no longer in a defensive stance, where we have a government that's essentially trying to shut down the industry,” she said.

      What came next

Carbone was still chief executive of the Digital Chamber on May 28, 2026, more than 14 months after the March 19, 2025, announcement. He was pressing Congress on crypto market legislation. The Block reported on May 28, 2026, that the Digital Chamber launched a website for constituents to contact lawmakers3. Carbone called it part of a broader push to pass the Clarity Act into law in 2026. “Congress needs to know that Americans expect them to act on Clarity,” Carbone told The Block. “When we talk with legislators, we know they want to hear from their constituents. Whether builders or consumers, the voice of the people is clear about the need for clear rules of the road”. The Block's report placed that push against a Senate standoff over the bill's stablecoin and DeFi provisions, a standoff still running 14 months after Carbone took the top job promising to go "on offense" in March 2025.
