“Gemini named Noah Perlman, who had led Morgan Stanley's 350-plus person Financial Crimes Group, its chief compliance officer on September 4, 2019; he later left for Binance, months before New York's attorney general sued Gemini over its Earn program. Does a compliance officer's résumé outlast the firm that hired him?”

Tyler Winklevoss named Noah Perlman Gemini's chief compliance officer on September 4, 2019. Perlman "joins us from Morgan Stanley," a bank, Winklevoss wrote1. Compliance Week confirmed the hire on September 5, 2019, reporting that Perlman would "lead Gemini's compliance program," covering money laundering checks and market oversight2. Thirteen years at Morgan Stanley, where Perlman led a crime-fighting team of more than 350 people, came before the move.

      The move

Winklevoss tied the hire to a founding choice at Gemini. “We chose this path because Compliance is one of Gemini's four pillars along with Product, Licensing, and Security,” he wrote. “We are excited for Noah to continue to build on Gemini's tradition of compliance.”1 Gemini had won its New York trust charter in October 2015. Compliance Week reported Perlman would start that same month, four years later, in October 20192.

Government work came first in Perlman's record. He served as Division Counsel for the DEA's New York office. A post as a federal prosecutor for the Eastern District of New York came too, with duties that included Deputy Chief of the Narcotics Section, Winklevoss wrote1.

      Gemini before and after

Winklevoss placed Perlman among “an incredible group of senior Gemini Astronauts hired over the past 18 months.” The same post named four others in that run of hires. Rob Cornish served as chief technology officer, Jeanine Hightower-Sellitto ran operations, Sydney Schaub was general counsel, and David Damato held the chief security officer post1. Perlman filled the fifth seat, four years into Gemini's trust charter.

      What came next

Perlman left Gemini for Binance, where he became chief compliance officer. Protos reported the move on November 28, 2023, writing that he “took up his current role at Binance after his predecessor Samuel Lim left the company”3. He had worked on Gemini's Earn program before his exit. New York's attorney general later sued Gemini over that program, months after Perlman left, Protos reported on November 28, 2023.
