The move
OKX Founder and CEO Star Xu framed the hire as continuity with the exchange's own history. “We've demonstrated our resilience over more than 10 years navigating multiple crypto market cycles and our global stakeholders now include the leading regulatory agencies, financial institutions and corporate partners,” Xu said. “I'm thrilled to welcome Yuri as our Global Chief Risk Officer. His appointment is part of our continued investment in building products that meet the high expectations of our customers and global stakeholders.”1
Fintech Singapore's October 16, 2024 report added that Mushkin would lead "its independent enterprise risk function," separate from the exchange's individual business lines2. The outlet also listed Mushkin's prior posts at Goldman Sachs and McKinsey & Co. over more than two decades in capital markets and risk management across traditional and digital assets.
OKX before and after the hire
The exchange expanded that same October. It went operationally live and licensed in the UAE on October 10, 20241. The release called OKX the first global crypto company there to offer AED banking rails. Singapore came first. Its local entity, OKX SG Pte. Ltd., had received a Major Payment Institution license from the Monetary Authority of Singapore in September 2024. Malta came earlier still: OKX designated it the exchange's Markets in Crypto-Assets hub for the European Union in July 2024.
Mushkin stepped into a risk function at an exchange that publishes monthly proof-of-reserves reports, the release said1. He spent two decades at Goldman Sachs, McKinsey & Co. and McKinsey Investment Office Partners before that, moving between traditional and digital asset markets along the way2.
What the record shows
OKX's October 14, 2024 announcement and Fintech Singapore's October 16, 2024 report carry Mushkin's appointment12. A Google News search on October 3, 2026, for a later page on Mushkin at OKX returned October 2024 coverage of the hire and older reports from before it.
