“Paxos named Carolina Ceballos, a Facebook Payments compliance veteran, its first dedicated chief compliance officer on September 8, 2022. Does a stablecoin issuer need a bank-style compliance chief more than a traditional bank does?”

Paxos announced on September 8, 2022, that it had hired Carolina Ceballos as its first dedicated chief compliance officer1. Ben Gray, Paxos's general counsel, wrote the announcement himself, posting it to the company's blog on September 8, 2022. Finance Magnates confirmed the hire on September 8, 2022, too, reporting that Ceballos came from Facebook Payments, where she had served as deputy chief compliance officer2.

      The move

Gray gave Ceballos a direct mandate in the announcement. “As Chief Compliance Officer, Carolina will ensure Paxos meets its global regulatory obligations and that we continue to act as a trusted partner for clients on all compliance issues,” he wrote1. He framed the hire inside a broader regulatory posture, beyond a single appointment. “As we uphold the highest standards and rigor for our compliance programme, our clients can rest calmly knowing that Carolina's stewardship will ensure that Paxos remains the safest and most reliable blockchain infrastructure company in the market,” Gray said.

Finance Magnates added detail the Paxos post left out. Ceballos joined Facebook in June 2019. She ran the Facebook Payments compliance program there for more than three years2. Before that she spent over five years at Western Union, rising to regional vice president for anti-money-laundering compliance in Latin America and the Caribbean. She had also spent five months in 2014 at the Bank of France and three years at the French supervisory authority, known as the ACPR. At the ACPR she examined financial institutions and presented inspection reports to their boards.

      Before and after at Paxos

Ceballos was the first person to hold the dedicated chief compliance officer title at Paxos. The September 8 post calls her hire "another significant step towards strengthening our culture of compliance and oversight"1. That language treats the position itself as new, beyond a replacement. Ceballos arrived with more than 15 years of compliance experience. That record spans banking, insurance and money service businesses, on both sides of the regulatory table2.

      What came next

Ceballos was still running Paxos compliance in August 2023, eleven months after her hire. On August 17, 2023, she wrote a company blog post under her own byline, describing a year of expansion. “This year, Paxos significantly bolstered its compliance team by bringing on a diverse array of pressure-tested talent with proven experience in digital assets, traditional finance and government sectors,” she wrote3. New hires and new technology strengthened screening, alerting and investigations work, she wrote. Paxos had separately decided that July to wind down inactive retail accounts on its itBit exchange.
