A line from the boss
Ryan Dennis posted a line from his chief executive on Nov. 15, 202216. Denelle Dixon ran the Stellar Development Foundation, where Dennis led public relations and communications. "I've been before Congress three or four different times, and every single time I am there to talk about the use cases," Dixon had told Morning Brew.
Crypto prices sat near their lows that winter. XLM traded at $0.0831 at 00:00 UTC on Dec. 15, 2022, and touched $0.0713 on Jan. 1, 2023, its low in this case9.
The foundation's answer was evidence. Each launch in this case put Stellar to work on something a reader could verify independently.
A tag for real life
Dennis created #StellarIRL, shorthand for in real life, by his own account. Stellar's own account first used it on Nov. 14, 2022, in a thread about a payments company called Fonbnk11. His personal tagged posts started a month later, on Dec. 15, the day of the UNHCR launch1718. "Keeping it real. #StellarIRL," he wrote.
From then through April 2023, the tag ran on at least 11 of his posts2124. Stellar's account used it on launches too, from the aid program to Coinme1215.
Aid in Ukraine
UNHCR started a pilot on Dec. 15, 2022, paying people displaced by the war in Ukraine in USDC, a dollar stablecoin, on Stellar1. The pilot began in three cities: Kyiv, Lviv and Vinnytsia.
Stellar's account announced the program that morning and tagged it #StellarIRL12. A few hours later, the same account posted four words: "No hype. Just utility."13
The press followed within a day. Fortune and Decrypt published the story on Dec. 15, and Cointelegraph followed on Dec. 16234. Dennis shared the headlines with the tag, including The Washington Post's question: "The U.N. is sending Ukrainians aid in crypto. Should it?"20 His personal reaction came the same week. "Been in blockchain for a long time. Never thought I would be as excited about it as I am this week," Dennis wrote19.
WIRED returned to the program three months later, under the headline "In Ukraine, Crypto Finds a Purpose"6.
Cash in, cash out
Coinme, a cash-to-crypto service, added USDC on Stellar on March 28, 2023, and Stellar's announcement spelled out the reach14. "This unlocks the ability for millions of Americans to cash in and out of USDC with low fees at thousands of Coinme-enabled locations in the US!" the account wrote14. Dennis posted his own version the same afternoon22. "Thrilling days for @StellarOrg and @Coinme. USDC now reaches many more," he wrote.
A fund on a public chain
Franklin Templeton said on March 31, 2023, that its on-chain U.S. government money fund had passed $270 million in assets7. XLM reached $0.1121 at 00:00 UTC on April 1, its first daily reading after the announcement and its highest in this case9.
Dixon carried the policy argument that spring. Fortune interviewed her on April 17, and Dennis posted her words the same day823. "Why don't we actually work together to create some regulation that's principles-based that's going to allow technology to flourish," Dixon said.

Behind the scenes
Four choices stand out in the public record, and each one is a communications decision with a visible trace.
- Proof over adjectives. Every tagged post pointed at a use someone could check121421.
- A tag of his own. By his account, Dennis created #StellarIRL, and both Stellar's account and its spokesperson carried it1517.
- Third-party headlines as evidence. Dennis shared CoinDesk and Washington Post headlines with the tag1820.
- The chief executive's own words. Dixon's lines carried the policy case1623.
His public part shows in the sources too. Cointelegraph quoted him on crypto in Latin America on Dec. 22, 20225. "Argentina is becoming a hub for bringing tech development and resources to Latin America from the rest of the world," Dennis said. By his own account, he worked with industry partners on the fund's story and secured the Fortune and WIRED coverage68.
What the record leaves open
XLM trailed Bitcoin over the same months, gaining 35% against Bitcoin's 60% to April 19. Prices move for many reasons. The record shows timing, and the cause stays with the reader.
What would a skeptic ask? The aid pilot started in three cities1, and a use case at that scale makes a strong story and a small market. Readers can weigh both.
Questions for discussion
- Why might a hashtag about real life persuade a skeptic better than a technical claim?
- How should a foundation pick which use cases to put in front of the press?
- When the market falls, what should a brand say about price?
- You lead Stellar's communications in May 2023. Pick the next use case to tag, and explain why.
