The move
Chang described his own reason for joining in the foundation's release. “I'm excited to support Web3's largest decentralized AI operating system and Layer-1 ecosystem in its mission to make AI a public good,” he said. “0G's infinitely scalable infrastructure composed of an L1 modular blockchain, cost-efficient storage, verifiable AI, generative agents, and a unified service marketplace, forms a thriving ecosystem that has secured over USD $350M in committed funding”1. He outlined his mandate in the same statement. “My mandate is to work with policymakers, governments, and institutions worldwide to advance decentralized AI, while funding education and research with top universities to prepare for a fast-changing AI world,” Chang said.
The Cayman Independent reported the appointment on October 2, 2025. Its report said Chang would draw on a global network of policymakers and institutions2.
Chang's record before 0G Foundation
Before joining 0G Foundation, Chang served as chief executive of Heritage Singapore1. The release credited him with running the Singapore Heritage Festival and the Singapore Night Festival there. He earlier led Fintopia Indonesia, a micro-lending fintech platform the release called Southeast Asia's largest. There, he also served as global chief strategy officer. His résumé also lists roles at Shopify, Google and a Singapore university, the release said. Chang holds degrees from Harvard and Stanford, plus a doctorate from the University of Pennsylvania.
What came next
0G shipped a major upgrade on March 13, 2026, its own release said3. The upgrade moved 0G's validator layer from Geth to the Reth client and added a tool called Sealed Inference for private AI compute. 0G called it the biggest step forward since the Aristotle Mainnet launched in September 2025, the same launch that had preceded Chang's board seat. That March 2026 release counted more than 100 partners at that September 2025 launch, including Chainlink, Google Cloud and Coinbase Wallet.
