The move
Roisman described the moment he is stepping into. “Today, we stand at an exciting time where there has never been more interest and work done by regulators and legislators to enable further innovation in this important space,” he said. “The work now is engaging with these policymakers on the rapidly evolving digital asset environment and supporting institutions as they build and grow the next phase of the financial system under the new regulations and laws.”1
Fireblocks co-founder and CEO Michael Shaulov tied the hire to the company's institutional client base. “Having people who understand the mindset and missions of regulators enables us to help inform policymakers and support our clients as rules come into place,” Shaulov said, according to citybiz, adding that Roisman's experience as both a regulator and legal adviser "will become increasingly relevant as customers expand into regulated financial activities"2.
Roisman's record before Fireblocks
Before joining Fireblocks, Roisman sat on the SEC itself, serving as a commissioner and acting chairman1. In that seat he cast votes on more than 100 rules and more than 1,000 enforcement cases, Fireblocks said. Congress heard from him directly, and so did bodies abroad, including the International Organization of Securities Commissions and the Financial Stability Board. Earlier still, he worked as chief counsel to a U.S. Senate committee and at NYSE Euronext.
Fireblocks says it secures more than $14 trillion in digital asset transactions across more than 150 blockchains, the release stated1. Its customers include Worldpay, BNY, Galaxy and Revolut. Roisman now runs the firm's regulatory strategy. He also speaks for Fireblocks to regulators in the United States, Europe and beyond. Those regions mix their own stablecoin and tokenization rules into what citybiz called "a patchwork"2.
What to watch
Roisman's mandate points to two concrete tests. One test is growth. Fireblocks named its institutional clients in its own release as Worldpay, BNY, Galaxy and Revolut1. Watch whether those clients expand their regulated activity on the platform under the new U.S. stablecoin law and the EU's Markets in Crypto-Assets framework. The other test is Roisman's own role. He did market structure work in Congress while at Cravath, and the release said he would continue that work in his new post.
